A glorious sun spills over\u00a0<\/span>Ho<\/span>\u00a0Chi Minh<\/span>\u00a0City\u2019s<\/span>\u00a0skyline,\u00a0<\/span>casting a\u00a0<\/span>soft gold light<\/span>\u00a0on the Saigon\u00a0<\/span>R<\/span>iver as another frantic morning begins in one of Southeast Asia\u2019s most industrious cities.\u00a0<\/span>The scene is fitting.\u00a0<\/span>Ho<\/span>\u00a0Chi Minh<\/span>\u00a0City<\/span>, along the rest of the country, is basking in the glow of Vietnam\u2019s thundering economy.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cWe\u2019re having a good day in the sun,\u201d says Troy Griffiths of Savills Vietnam.<\/span>\u00a0<\/span>Last year<\/span>\u00a0Vietnam\u2019s\u00a0<\/span>growth\u00a0<\/span>surged<\/span>\u00a0<\/span>7.08 percent, the highest for 11 years, cementing the country\u2019s place among the world\u2019s fastest growing economies.<\/span>\u00a0<\/span>\u201cOffice markets are booming, they are some of the tightest markets in the region<\/span>\u2026<\/span>\u00a0<\/span>hospitality is booming…<\/span>\u00a0<\/span>retail is boo<\/span>ming… Pretty much every asset class is going very<\/span>,<\/span>\u00a0very well,\u201d<\/span>\u00a0Griffiths<\/span>\u00a0adds<\/span>.<\/span>\u00a0<\/span><\/p>\n

Vietnam is expected to grow\u00a0<\/span>at least\u00a0<\/span>6.8 per<\/span>cent\u00a0<\/span>in 2019.\u00a0<\/span>F<\/span>or the\u00a0<\/span>Minister of Planning and Investment, Nguyen Chi Dung<\/span>, n<\/span>ow the country is on the up, it should look to keep going,<\/span>\u00a0not slow down.<\/span>\u00a0<\/span>\u201cEfforts must be made to achieve a growth rate even higher than in 2018, and many international organisations value highly the Vietnamese economy\u2019s growth potential,\u201d he\u00a0<\/span>says<\/span>, pointing to a need for further incentives for investors.<\/span>\u00a0<\/span><\/p>\n

Since Vietnam opened for business and\u00a0<\/span>joined the World Trade Organization in 2007, normali<\/span>s<\/span>ing trade relations with the United States, it has been a poster child for investment in Southeast Asia.<\/span>\u00a0<\/span><\/p>\n

It has radically restructured its economy over the years, transitioning from agriculture towards\u00a0<\/span>manufacturing and services, buoyed by an abundance of cheap labo<\/span>u<\/span>r.\u00a0<\/span>M<\/span>ore recent years<\/span>\u00a0have seen it\u00a0<\/span>turn<\/span>\u00a0<\/span>into a powerhouse of innovation as young urban entrepreneurs look to position the country as a hub for tech and creativity rather than<\/span>\u00a0it<\/span>\u00a0just being a sweatshop.<\/span>\u00a0<\/span>With<\/span>\u00a0the proliferation of smartphones\u00a0<\/span>opening\u00a0<\/span>doors\u00a0<\/span>for tech firms<\/span>, Vietnam is\u00a0<\/span>n<\/span>ow\u00a0<\/span>home to around\u202f<\/span>3<\/span>,<\/span>000 start<\/span>–<\/span>u<\/span>ps<\/span>,\u00a0<\/span>the third largest start<\/span>–<\/span>up ecosystem in Asia behind Singapore and Malaysia<\/span>.<\/span>\u00a0<\/span><\/p>\n

This<\/span>\u00a0lure of the cities and a<\/span>\u00a0feeling of greater\u00a0<\/span>freedom\u00a0<\/span>to living away from family and making bold financial decisions are<\/span>\u00a0<\/span>stoking interest in housing.<\/span>\u00a0According to Vietnam property portal\u00a0<\/span>Batdongsan.com.vn,<\/span><\/i>\u00a0a<\/span>round 300 million people searched for real estate in Ho Chi Minh City and 170 million for property in Hanoi last year<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Vietnam\u2019s young generation has been instrumental in driving housing sales, particularly in the mid-tier sector<\/span>.<\/span>\u00a0Duong Duc Hien, director of residential sales at Savills Hanoi,\u00a0<\/span>expects 2019 to\u00a0<\/span>be\u00a0<\/span>\u201c<\/span>the year of the middle-end product market, with a reasonable price that is suitable for the budget of most people<\/span>.<\/span>\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n

Still,\u00a0<\/span>securing financial assistance from parents and family is vital<\/span>\u00a0for first-time buyers.<\/span>\u00a0<\/span>\u201cAdmittedly there is a gap between young buyers\u2019 income and housing prices in big cities like Hanoi and Ho Chi Minh City. A mid-end two<\/span>–<\/span>bedroom apartment in Hanoi costs US<\/span>D<\/span>140,000-200,000, close to<\/span>\u00a0the average in<\/span>\u00a0developed markets<\/span>, while the average income in Vietnam is nowhere near,\u201d\u00a0<\/span>points out\u00a0<\/span>Duc Hien<\/span>.<\/span>\u00a0<\/span><\/p>\n

The interest in mid-tier properties account<\/span>ed<\/span>\u00a0for the lion\u2019s share of sales in the big cities\u00a0<\/span>last year, with\u00a0<\/span>demand expected to strengthen<\/span>\u00a0as between 2.5\u00a0<\/span>to three<\/span>\u00a0million people are predicted to move from rural areas to the city, joined by tens of thousands of foreign workers and engineers.<\/span>\u00a0<\/span><\/p>\n

I<\/span>n\u00a0<\/span>Ho Chi Minh<\/span>\u00a0City<\/span>,<\/span>\u00a0around 30,000 units came online at the start of the year, with the mid-range segment accounting for 61<\/span>\u00a0percent<\/span>. The high-end segment accounted for 23<\/span>\u00a0percent,<\/span>\u00a0and compared with the same quarter in 2017<\/span>,<\/span>\u00a0decreased by 10<\/span>\u00a0percent<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

A similar trend\u00a0<\/span>is\u00a0<\/span>seen in\u00a0<\/span>Hanoi<\/span>, where<\/span>\u00a0<\/span>m<\/span>id-range condominiums in the first quarter accounted for 67<\/span>\u00a0percent<\/span>\u00a0of total new supply\u00a0<\/span>at\u00a0<\/span>20,700 units. For the period of 2018-2020, the market in Hanoi expects to receive around\u00a0<\/span>30,000 new units annually and\u00a0<\/span>to see activity beyond H<\/span>anoi<\/span>\u2019s<\/span>\u00a0CBD,\u00a0<\/span>reports<\/span>\u00a0Colliers.<\/span>\u00a0<\/span><\/p>\n

The capital\u00a0<\/span>is set to receive some big<\/span>–<\/span>ticket projects this year that will cause a surge in\u00a0<\/span>mid<\/span>–<\/span>\u00a0to high<\/span>–<\/span>range units<\/span>.<\/span>\u00a0<\/span><\/p>\n

Vingroup will add 100,000 units to the market this year when it\u2019s Vincity Sportia, aimed at middle income families,\u00a0<\/span>launches<\/span>. The development will feature\u00a0<\/span>a sports park with 1,200 exercise machines and<\/span>\u00a0200 training grounds.\u00a0<\/span>At the\u00a0<\/span>slightly higher\u00a0<\/span>end,\u00a0<\/span>Sunshine Wonderland,<\/span>\u00a0a\u00a0<\/span>five<\/span>-star\u00a0<\/span>neo-classical\u00a0<\/span>resort surrounded by lakes and palm trees<\/span>\u00a0will be launched by The Sunshine Group.<\/span>\u00a0<\/span><\/p>\n

Both projects have been billed as \u201cSingaporean-style” developments <\/span>set<\/span>\u00a0to attract\u00a0<\/span>both\u00a0<\/span>foreign\u00a0<\/span>and local\u00a0<\/span>investors<\/span>.\u00a0<\/span>R<\/span>ecent<\/span>\u00a0government<\/span>\u00a0measures to introduce tax incentives and relax the laws\u00a0<\/span>around investment\u00a0<\/span>are<\/span>\u00a0<\/span>drawing<\/span>\u00a0foreign interest and make for a more exciting year.<\/span>\u00a0<\/span>\u201cThe competition between the local and foreign developers is definitely getting more interesting with the many new projects in the pipeline competing for customers at some many different levels,\u201d\u00a0<\/span>states\u00a0<\/span>Colliers.<\/span>\u00a0<\/span><\/p>\n

Vietnam\u2019s econom<\/span>ic<\/span>\u00a0growth is also\u00a0<\/span>creating<\/span>\u00a0a buzz in second-tier and coastal cities as an unprecedented number of local<\/span>\u00a0tourists take to travelling the country.<\/span>\u00a0<\/span>The number of domestic tourists grew by 6.8 million from 2017 to estimated 80 million in 2018, compared with international\u202f<\/span>arrivals<\/span>\u00a0growing 2.7 million to 15.5 million over the same period.<\/span>\u00a0<\/span>\u201cThis is the golden age of domestic tourism,\u201d\u00a0<\/span>says\u00a0<\/span>Griffiths<\/span>.\u00a0<\/span>\u201cThat\u00a0<\/span>is what\u2019s really fuel<\/span>l<\/span>ing these coastal hotspots,\u201d he\u00a0<\/span>says<\/span>,<\/span>\u00a0with<\/span>\u00a0<\/span>more residential properties like villas and condominiums<\/span>\u00a0<\/span>being developed.<\/span>\u00a0<\/span><\/p>\n

V<\/span>ietnam\u2019s tourism industry continues to rank amongst the fastest-growing in the world, with revenue in 2018 reaching US<\/span>D<\/span>26.75 billion.<\/span>\u00a0<\/span>To cope with the\u00a0<\/span>strain<\/span>\u00a0the surge in arrivals is having on existing infrastructure, the government gave the green light for a mega airport that will be built over three decades.\u00a0<\/span>The Long Thanh International Airport will cost more than\u00a0<\/span>USD<\/span>5 billion and be built over 1,800 hectares.<\/span>\u00a0<\/span><\/p>\n

Foreign investment in Vietnam has long been dominated by Japan and South Korea. China, which has been pumping huge amounts of cash in Southeast Asian property, has left Vietnam relatively untouch<\/span>ed, due mainly to historic t<\/span>ensions<\/span>\u00a0over the South China Sea and other issues<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Last year this animosity towards Chinese flared up when protests broke out over the government\u2019s plan to set up three new special economic zones that would allow 99-year concessions.<\/span>\u00a0<\/span>Many Vietnamese fear these would turn into Chinese enclaves and lead to an erosion of national sovereignty, as has happened in countries like Cambodia.\u00a0<\/span>\u00a0<\/span><\/p>\n

But the ensuing trade war between China and the U<\/span>.<\/span>S<\/span>.<\/span>\u00a0has seen Vietnam play a deft game of neutrality.<\/span>\u00a0And Chinese m<\/span>anufacturers<\/span>\u00a0have been abandoning their\u00a0<\/span>factories\u00a0<\/span>and<\/span>\u00a0setting up shop in\u00a0<\/span>Vietnam to<\/span>\u00a0reduce their costs and<\/span>\u00a0bypass sanctions imposed by the U<\/span>.<\/span>S.<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>We are already starting to see big orders, big export orders flowing, out of nowhere, into the seafood, and the furniture and the garment industry,<\/span>\u201d<\/span>\u00a0Bill Stoops of Dragon Capital, an investment company focused on Vietnam, told CNBC<\/span>\u2019<\/span>s\u202f<\/span>Street Signs.\u00a0\u201cI think this is a harbinger of things to come, as people start to divert business away from China.\u201d<\/p>\n

Carrie Law, CEO of Juwai, China\u2019s largest property portal,\u00a0relates to\u00a0Property Report\u00a0that\u00a0Chinese interest in Vietnam is\u00a0climbing, with demand for\u00a0residential property to grow at least\u00a0seven percent\u00a0in 2019 over last year.\u00a0\u201cIn Vietnam, we have seen rapid year-on-year increases in Chinese demand for each of the past quarters. By comparison, growth has been more substantial in Thailand and Malaysia, which also started from higher base levels of buyer activity<\/span>,\u201d says Law<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

Chinese share of luxury Vietnamese property sales soared from just\u00a0<\/span>four percent<\/span>\u00a0of buyers in 2017 to 31<\/span>\u00a0percent<\/span>\u00a0in 2018<\/span>, says Law.<\/span>\u00a0<\/span>\u201cChinese like Vietnam\u2019s low prices\u00a0<\/span>especially now, with Beijing restricting capital outflows. Buyers with limited available assets are able to purchase\u00a0<\/span>property in a fast-growing market and diversify their investments. You can buy a CNY700,000 home in Vietnam with the money you have overseas,<\/span> even if you can\u2019t afford to buy a CNY5,000,000 home in Australia or the USA.<\/span>\u201d<\/span>\u00a0<\/span><\/p>\n

While<\/span>\u00a0there\u2019s\u00a0<\/span>seemingly\u00a0<\/span>little that can dent V<\/span>ietnam\u2019s\u00a0<\/span>real estate sector at this time<\/span>,<\/span>\u00a0<\/span>some say an anti-corruption drive by the government is causing a slowdown in administrative procedures related to planning approval and other procedures necessary for construction projects.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

The campaign, led by Communist Party chief Nguyen Phu Trong, seeks to<\/span>\u00a0recover billions of dollars\u00a0<\/span>embezzled in\u00a0<\/span>improper\u00a0<\/span>land allocation, and has ensnared some high<\/span>–<\/span>profile members<\/span>\u00a0of the government<\/span>.\u00a0<\/span>Dinh La Thang, 57, a Politburo member was sentenced to 13 years<\/span>\u2019<\/span>\u00a0jail\u00a0<\/span>and<\/span>\u00a0Trinh Xuan Thanh, his former\u00a0<\/span>employee at<\/span>\u00a0<\/span>PetroVietnam, the\u00a0<\/span>state energy enterprise, was jailed for life.<\/span>\u00a0Both were convicted of economic mismanagement.<\/span>\u00a0<\/span><\/p>\n

Many in the industry will be looking at this crackdown to ensure it<\/span>\u00a0i<\/span>s carried out in earnest and that disruptions to the industry are minimal and fleeting.\u00a0<\/span>In the long term, it is hoped the<\/span>\u00a0campaign<\/span>\u00a0leads to greater transparency and reduces some of the red tape around doing business,\u00a0<\/span>says<\/span>\u00a0<\/span>Griffiths.\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

Should that be the case, Vietnam looks set to enjoy the sunshine a little bit longer.\u00a0<\/span>\u00a0<\/span><\/p>\n
