National Development Minister Desmond Lee said the Housing and Development Board (HDB) took immediate action to recover housing grants that were\u00a0incorrectly disbursed\u00a0to 12 ineligible applicants, reported Channels News Asia<\/a>.\u00a0<\/span>\u00a0<\/span><\/p>\n

The Auditor-General’s Office (AGO) latest audit of public agencies\u00a0also flagged the remaining 1,055 applicants, which\u00a0HDB is\u00a0working to\u00a0verify\u00a0their eligibility.\u00a0<\/span>\u00a0<\/span><\/p>\n

The AGO, in its audit of government accounts for the year 2020\/2021, said housing grants totalling SGD405,000 (USD301,471) had been disbursed to ineligible applicants.<\/span>\u00a0<\/span><\/p>\n

Lee said, \u201cAGO found that HDB had disbursed grants to 13 applicants who did not meet the eligibility criteria. Of the 13 applicants, HDB has since verified that one applicant had in fact been correctly assessed for the grant disbursement.\u201d<\/span>\u00a0<\/span><\/p>\n

Further investigations revealed that\u00a0the\u00a0grants were falsely\u00a0expended\u00a0because\u00a0<\/span>\u201cthe applicants had failed to declare material information such as their actual income and private property ownership to HDB\u201d.<\/span>\u00a0<\/span><\/p>\n

On top of taking action to recover the grants, HDB will also\u00a0make process improvements\u00a0and automate eligibility check processes.<\/span>\u00a0<\/span><\/p>\n

Applicants for Central Provident Fund (CPF) housing grants must\u00a0submit evidence of income, employment, and details of private property ownership, if any.\u00a0They must also\u00a0declare\u00a0all\u00a0relevant\u00a0personal\u00a0information and the proposed occupiers of their HDB flats.<\/span>\u00a0<\/span><\/p>\n

HDB then manually evaluates each application, verifying the declared incomes against the documents provided by the applicants and their occupiers, which include payslips, employers\u2019 letters, commission statements, and history of CPF contributions.\u00a0<\/span>\u00a0<\/span><\/p>\n

HDB will verify documents such as the Notice of Transfer, Transfer Instrument, and Sale & Purchase Agreement, for ownership of private property.\u00a0<\/span>\u00a0<\/span><\/p>\n

Lee adds that the process\u00a0improvements and automation of checks will enable HDB to accurately and efficiently assess applicant eligibility, even if they fail to declare relevant information.<\/span>\u00a0<\/span><\/p>\n
