According to Bangkok Post<\/a>, Thailand\u2019s government is prepared to\u00a0launch the second phase of the One Million Houses low-cost housing scheme v<\/span>alued at THB30-50 billion (USD<\/span>960,922\u00a0<\/span>–<\/span>\u00a0<\/span>1.6 million)<\/span>\u00a0with a fixed rate of\u00a0<\/span>two<\/span>\u00a0percent for 10 years to aid low-income homebuyers and\u00a0<\/span>revive\u00a0<\/span>the domestic real estate market.\u00a0<\/span>\u00a0<\/span><\/p>\n

Chatchai\u00a0<\/span>Sirilai<\/span>, president of state-owned GH Bank, said the second phase proposal is scheduled for the bank\u2019s board of directors to\u00a0<\/span>approve<\/span>\u00a0<\/span>sometime in April.\u00a0<\/span>\u00a0<\/span><\/p>\n

The second phase offers a lower interest rate than the first phase and increases the price ceiling of housing units to THB1.2 million from<\/span>\u00a0<\/span>one\u00a0<\/span>million<\/span>.<\/span>\u00a0<\/span><\/p>\n

The first phase provides an average interest rate of\u00a0<\/span>three\u00a0<\/span>percent a year for the first three\u00a0<\/span>to five years and has already accepted THB35 billion worth of mortgages. <\/span>Around THB15 billion remains and could be\u00a0<\/span>transferred to the second phase, said Chatchai.\u00a0<\/span>\u00a0<\/span><\/p>\n

As stated by Chatchai, the bank\u2019s housing loan approval for three years shows that housing demand from low- and middle-income earners is still strong, despite the pandemic and the Bank of Thailand\u2019s strict regulations to <\/span>curb loan extensions for second homes.\u00a0<\/span>\u00a0<\/span><\/p>\n

The bank approved THB210 billion worth of mortgages in 2018, THB217 billion in 2019, and THB255 billion\u00a0in 2020.\u00a0<\/span>\u00a0<\/span><\/p>\n

From the beginning of this year to March 29, the bank has approved THB43 billion in housing loans, which is a healthy expansion from the same time last year, he added. <\/span>\u00a0<\/span><\/p>\n

Chatchai said, \u201cSuch figures show that even with a crisis there is opportunity, especially for homebuyers that have real demand or even for investment purposes.\u201d\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

He believes low-interest rates, reduced house prices, and the government\u2019s property tax incentives are driving the robust growth. <\/span>\u00a0<\/span><\/p>\n

\u201cOver the last 10 years, I\u2019ve never seen such low lending rates \u2013 below three percent for years now. It used to be 12-13 percent in the past,\u201d he said. \u201cBut the low-<\/span>interest<\/span> rate structure also sounds much like a time bomb. Whether buyers can continue their instalment payments once rates pick up is a vital issue, forcing <\/span>them to<\/span>\u00a0be cautious.<\/span>\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n
