The stability of the Kingdom\u00a0<\/span><\/span>during such a time\u00a0<\/span><\/span>may\u00a0<\/span><\/span>d<\/span><\/span>eem attractive to investors<\/span><\/span>, but\u00a0<\/span><\/span>the country\u2019s institutional setbacks could pose a problem<\/span><\/span>\u00a0<\/span><\/p>\n

The\u00a0<\/span>wide array of\u00a0<\/span>internal issues faced by Southeast Asian nations ha<\/span>ve<\/span>\u00a0caused a stir with foreign investors<\/span>, to the point that <\/span>have decided to withdraw<\/span>\u00a0their<\/span>\u00a0investments and reevaluate<\/span>\u00a0<\/span>their options<\/span>.<\/span>

\nIn Myanmar,\u00a0<\/span>for instance,\u00a0<\/span>the\u00a0<\/span>Phnom Penh Post<\/span><\/a>\u00a0reported that\u00a0<\/span>the military takeover of the government<\/span>, as well as the declaration of the year-long state of emergency ha<\/span>ve flusterred\u00a0<\/span>investors<\/span>, particularly with the impending sanctions to be imposed by\u00a0<\/span>the\u00a0<\/span>US and India.<\/span><\/p>\n

The case is similar for other countries in the region that are still battling the short- and long-ter<\/span>m effects of the pandemic.<\/span>\u00a0These uncertainties have<\/span>\u00a0prompted<\/span>\u00a0developers to<\/span>\u00a0either<\/span>\u00a0suspend<\/span>\u00a0or delay their<\/span>\u00a0projects indefinitely<\/span>,<\/span>\u00a0<\/span>causing a major strain in the industry<\/span>\u00a0in each country<\/span>.<\/span><\/p>\n

Fortunately,\u00a0<\/span>Cambodia\u2019s\u00a0<\/span>political\u00a0<\/span>stability\u00a0<\/span>and impressive management of the pandemic, boasting zero deaths thus far,<\/span>\u00a0ha<\/span>s made it an attractive recourse for<\/span>\u00a0foreign investors.<\/span>\u00a0In fact, analysts project the economy to grow about four percent in 2021 from<\/span>\u00a0achieving a record 3.1 percent\u00a0<\/span>surge\u00a0<\/span>a year before.<\/span><\/p>\n

With these in mind,\u00a0<\/span><\/i>should<\/span><\/i>\u00a0the Kingdom expect more investments from China and other investors?<\/span><\/i><\/p>\n

David Van, public-private partnership senior associate of Platform Impact Co Ltd, said that it\u00a0<\/span>is<\/span>\u00a0still uncertain, seeing as Singapore\u00a0<\/span>garnered most FDIs in 2020,\u00a0<\/span>accumulating a 12-year high of SGD17.2 billion (USD12.9 billion).<\/span><\/p>\n

\u201cNo country [is able] to record good economic growth withou a strong manufacturing base as the services and real estate sector [alone] cannot contribute substantial percentage of GDP as basic manufacturing,\u201d explained David.<\/span><\/p>\n

Nevertheless, he commended Cambodia\u2019s efforts<\/span>\u00a0in recognising and focusing on crucial industries that will\u00a0<\/span>propel the country into the digital era.<\/span><\/p>\n

\u201cWe have been stuck with low-based garment and footwear manufacturing for decades. The government is gearing up education and skills enhancement for Industry 4.0.\u00a0[It is also attracting] investments in research and development including in-country value-added processing of agricultural products,\u201d he added.<\/span><\/p>\n

From January 2014 to July 2020, the approved FDI by sector w<\/span>as led by c<\/span>onstruction and\u00a0<\/span>r<\/span>eal\u00a0<\/span>e<\/span>state at USD5 billion, followed by\u00a0<\/span>n<\/span>on-garment industries at\u00a0<\/span>USD3.3 billion,\u00a0<\/span>t<\/span>ourism at USD2.4 billion,\u00a0<\/span>g<\/span>arment at USD2.6 billion,\u00a0<\/span>agriculture and food processing at USD1.2 billion, and others at USD0.4 billion.<\/span><\/p>\n

Among the real estate developments that have taken advantage of the inflows included\u00a0\u00a0<\/span>the\u00a0<\/span>PropertyGuru Cambodia Property Awards<\/span><\/a>‘ major titleholders\u00a0<\/span>Meridian International Holding (Cambodia) Ltd., Urban Hub (Cambodia) Co., Ltd.,<\/span>\u00a0Peng Huoth Group, and\u00a0Urbanland Investment Co., Ltd.<\/span><\/p>\n

In September 2020, the Council for the Development of Cambodia authorised 121 fixed asset projects, amounting to USD5.9 billion.<\/span><\/p>\n

Eventhough the Kingdom\u2019s FDI has increased substantially over the past years, the\u00a0<\/span>CEO of Cambodian Investment Management Co Ltd\u00a0Anthony Galliano revealed t<\/span>hat most of these were from China<\/span>, which exceeded other sources combined.<\/span><\/p>\n

To be able to draw more FDI,\u00a0economist Dr Chheng Kimlong recommended im<\/span>provements in policy coordination amongst government ministries, regulatory governance, and public administration.<\/span><\/p>\n

He also suggested\u00a0<\/span>smarter economic diplomacy, more effective economic policy, and faster implementation of these policies. The country would also have to\u00a0<\/span>challenge any concern regarding perceptions international investors may have to be able to expand and grow FDI.<\/span><\/p>\n

The high cost and robustness of energy supply, particularly in the heavy industry; the\u00a0<\/span>underdeveloped infrastructure; the shortage of skilled labour; and the\u00a0<\/span>lack of transparency in the legal system\u00a0<\/span>are among the setbacks that have raised such concerns.<\/span><\/p>\n

Be that as it may, tides are turning for Cambodia.<\/span><\/i><\/p>\n

Meas Soksensan, spokesman at the Ministry of Economy and Finance, disclosed that Cambodia will soon\u00a0<\/span>benefit from the China-Cambodia Free Trade Agreement<\/span>,<\/span>\u00a0and the projected investments<\/span>\u00a0and reshoring of GVC activities in ASEAN.<\/span><\/p>\n

For now, he said t<\/span>hat domestic investments have gradually improved, which now makes up for 40 percent of total investments in the country.<\/span><\/p>\n

Thi<\/span>s<\/span>\u00a0upward trend reflects the improved confidence and business environment among the Kingdom\u2019s local investors.<\/span><\/p>\n

\u201cIt also shows enhanced entrepreneurship, which is a critical outcome from the government\u2019s long-term actions,\u201d he added.<\/span><\/p>\n

In the long run, David of Platform Impact reiterated that\u00a0<\/span>a more refined inter-ministerial coordination and\u00a0<\/span>an extensive integrated approac<\/span>h\u00a0<\/span>can lead to greater progression among regional peers and\u00a0<\/span>result in Cambodia reaching a higher middle income status.<\/span><\/p>\n

\u201cThe government is well aware of such hiccups and is making every effort to address them and only time will tell how effective these efforts are,\u201d concluded<\/span>\u00a0David<\/span>.<\/span><\/p>\n
