Shanghai\u2019s local authorities have implemented strict policies<\/span>\u00a0to control speculation<\/span>\u00a0in<\/span>\u00a0residential\u00a0<\/span>property<\/span>, as well as regulations on property rights\u00a0<\/span>of divorced couples<\/span>\u00a0in the country\u2019s most expensive housing market<\/span>, reported the <\/span>South China Morning Post.<\/span><\/a>\u00a0<\/span>\u00a0<\/span><\/p>\n

According to the Shanghai Housing Bureau, divorce<\/span>d<\/span> homebuyers are no longer eligible as first-time buyers for three years if they have purchased a pr<\/span>operty during their marriage.\u00a0<\/span>Such buyers\u00a0<\/span>won\u2019t receive higher mortgage allowances<\/span>,<\/span>\u00a0an<\/span>d<\/span>\u00a0<\/span>they will <\/span>need to put down more money up-front when purchasing a home<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

This is an attempt to take measures on married couples who claim to be separated on paper<\/span>\u00a0to qualify for mortgage entitlement to purchase real estate.\u00a0<\/span>These efforts followed a 10.3 percent rise in the average price of live-in homes in Shanghai. <\/span>\u00a0<\/span><\/p>\n

Sherril Sheng, the director of JLL in China, said, \u201cthe new regulation will curb the <\/span>practice<\/span>\u00a0of fake divorces in China. It is a reasonable step to close loopholes.\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n

As stated by Savills, sales of new homes increased by 21 percent in 2020, to a four-year record high of 9.2 million square\u00a0<\/span>metres<\/span>. Business in the secondary market also surged by 82.7 percent.\u00a0<\/span>\u00a0<\/span><\/p>\n

In these claimed divorces, one party would claim ownership of the property, leaving the othe<\/span>r entitled to first-home mortgage allowance. First-home buyers\u00a0<\/span>can<\/span>\u00a0borrow up to 65 percent<\/span>\u00a0of their property value, with mortgage allowance falling to 50 percent for the second property, and down to zero for the third.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cFollowing the principle of city-specific policies, if a city detects risk of overheating, the local government may tighten policies to <\/span>stabilise<\/span> expectations,\u201d added Sheng. <\/span>\u00a0<\/span><\/p>\n

These measures may only merely control the\u00a0<\/span>speed of Shanghai\u2019s housing market, as average prices of new homes jumped 3.2 percent in 2020, while second-hand property rose 10.3 percent.\u00a0<\/span>\u00a0<\/span><\/p>\n

James Macdonald, research head at Savills China, said, \u201cit is unlikely to have a meaningful impact on the overall market.
